
Quality and Patient Safety Framework for Health and Social Services to improve national health outcomes, put patients first
OTTAWA, FEB. 22, 2019—The Canadian Patient Safety Institute (CPSI) and Health Standards Organization (HSO) are pleased to launch national public consultations on a draft quality and patient safety framework.
The Canadian Quality and Patient Safety Framework for Health and Social Services outlines five goal areas and a number of anticipated outcomes to inspire and accelerate the improvement of the healthcare system that puts patients first.
During the consultation period, people across Canada are invited to review the draft framework and provide input on its importance and relevance to them as patients, as caregivers, as policy makers, as health and social service providers, as organizational leaders and more.
"Progress on this framework will not only improve dialogue on better patient care, but it will also push forward the kind of transformative policies we need to ensure quality and patient safety are at the core of healthcare systems across Canada," said Chris Power, CEO of the Canadian Patient Safety Institute. "Whether you are a patient, a healthcare provider, leader or policy maker, the intent is for you to use the framework as a high-level guide to strengthen the quality and safety of the care or services delivered or received."
For example, patient partners of healthcare and social services may decide to become more engaged in the interventions that an organization may put in place to meet their desired outcomes, objectives and goals. Policy makers may use the framework as a high-level guide to improve and align regional, provincial or national programs. The framework is integral to the healthcare system as a whole, but especially to improve patient safety across the country in various aspects.
"Patient safety is a priority for HSO. We are thrilled to be working in collaboration with CPSI, patients and families, policy makers, providers and researchers to build out this framework that, over time, will have a real impact on the quality and safety of care for Canadians," said Leslee Thompson, CEO of Health Standards Organization (HSO). "This critical step in developing the framework will ensure that every voice is heard. We encourage all Canadians, regardless of their role in the health system, to review the framework and provide their input."
The framework and goals are intended to be high level, bold and aspirational. At the same time, the framework is intended to coordinate action for health and social service organizations and systems. To be successful, this synchronized action must go beyond focusing only on organizations and services. This will require learning and improvement across systems, by putting people first.
In-person roundtables will be held across the country, as well as by video conference, to gain in-depth feedback on the draft framework. People in Canada can also take part in the consultations by visiting
www.qualitypatientsafety.ca and answering a survey. The consultation ends on June 30. An executive summary report of the consultations will be available in Fall 2019.
