Mr. Dewar received his Bachelor of Science Degree in 1977 and his Masters in Business Administration in 1979 from Dalhousie University in Halifax, Nova Scotia. He also holds a Chartered Accountant (CA) designation. Throughout the 1980s and into the early 1990's, Mr. Dewar held various positions with one of Canada's largest full-service accounting firms, KPMG. In 1991, Mr. Dewar moved back to take on the role Director of Finance at the Prince County Hospital and held a similar position at East Prince Health. In 1995 he assumed the position of Vice-President Finance at Holland College where he played a significant role in the transformation of the College and in developing a significant international presence. In August, 2002, Mr. Dewar was recruited to lead the development of the Provincial Health Services Authority (PHSA). As CEO for the PHSA, he demonstrated his leadership skills by creating an organization that was positioned to achieve the objectives of increasing collaboration within the acute care sector, increasing the level of accountability within the organization and bringing a significant focus to the quality of its services and improving the level of safety for patients and staff. The reorganization of the health system in 2005 lead to the elimination of the PHSA. In 2006, Mr. Dewar joined Veterans Affairs Canada as Director for Special Projects working with the Director General, Finance. In January 2007, Mr. Dewar re-entered the health system when he was appointed to the position of Senior Vice-President, Health Services for the Regina Qu'Appelle Health Region in Regina, Saskatchewan. In this role he oversaw the delivery of all health services for one of Canada's largest and most integrated health authorities. In February, 2008, Premier Robert Ghiz appointed Mr. Dewar as Deputy Minister for the Department of Health on PEI.
